Chow Kok Leong & Tham was founded by Dato’ Sri Chow Kok Leong towards the end of 2008 and has been committed in providing the highest level of quality legal advice and services ever since.

From a modest solo practice, Chow Kok Leong & Tham has now grown into a boutique law firm which is now based in the heart of Kuala Lumpur, Malaysia to further accommodate the increasing and changing demands and needs of our clients in providing good quality legal services.
Since then, we never stop upgrading and improving our professional legal services, while continuing to optimize our practice area layout. We often represent businesses and individuals in complex and general litigations, corporate and financial services, bankruptcy liquidation, family law, probate and trust and criminal matters. We take pride in our experience in representing our clients before the Federal Court, the Court of Appeal and High Court of Malaya as well as all the subordinate Court in Malaysia. We had also previously acted in high profile money laundering cases representing the accused as their defence counsel to defend, exonerate and/or mitigate from the charges made against them.

Dato' Sri Chow Kok Leong

DATO’ SRI CHOW KOK LEONG has extensive experience in the world of litigation, having worked in the legal field for the past 25 years. He is an experienced practitioner in family, corporate and commercial and criminal law and is developing a busy practice in matrimonial dispute, defamation, money laundering and insolvency cases. He is also the founder of Chow Kok Leong & Co which was established at the end of 2008.
Dato’ Sri Chow is a combative litigator who only strives for the outcome expected and demanded by clients without compromising on the truth and justice. He regularly conducts trials and hearings in the High Court of Malaya, Court of Appeal, Federal Court and other subordinate courts and has comprehensive experience of both submission and witness examination. Dato’ Sri Chow has also acted as senior counsel in several high profile criminal trials including money laundering cases in which he represented the accused as their defence counsel to defend, exonerate and/ or mitigate from the charges made against them.
Dato’ Sri Chow was admitted as an Advocates and Solicitors to the Malaysian Bar in 2001. Prior to the Bar, he graduated with a degree of Bachelor of Law (LLB (Hons) from the University of Glamorgan, Wales in 1998 and obtained a Certificate in Legal Practice (CLP) with Second Class Lower Honours in 2001 from the Legal Profession Qualifying Board of Malaysia.
Dato’ Sri Chow is also a member of the Advocates and Solicitors Disciplinary Committee 2017 until present. He is consistently involved in investigating any formal complaints made on fellow lawyers and has to determine whether those complaints have any merits and submit the findings to the Advocates and Solicitors Disciplinary Board for their deliberations.
Dato’ Sri Chow has also been appointed by the Attorney General as a Notary Public since 2021.
His area of practise includes the following:
- Family disputes: advised and acted as counsel had numerous cases highly contested matrimonial disputes e.g. allegations of adultery, custody battles, claims for division of matrimonial assets, claims for wife and/or child’s maintenance, mutual divorce, judicial separation and drafting prenuptial agreement. He was also invited by NTV7 to give talks on the rights of the individuals under the Family Law in Malaysia;
- Insolvency: Dato’ Sri Chow has appeared as counsel and done numerous cases on contested liquidation and winding-up proceedings. Numerous cases handled by Dato’ Sri Chow were reported in the Law Journals eg. Folin & Brothers Sdn Bhd (in liquidation) & Ors v Folin Food Processing Sdn Bhd & Ors [2011] 6 MLJ 585 (Court of Appeal Case);
- Corporate Disputes;
- Criminal, money laundering and corruption cases: acted as Defence Counsel in certain high profile money laundering cases under the Anti-Money Laundering Act and corruption cases under the Malaysian Anti-Corruption Commission Act, which have been reported and highlighted in the Malaysian media
- Defamation and libel general area of civil litigation, injunctions, probate and estates matters etc.
Dato’ Carmen Tham

Dato’ Carmen Tham is an experienced lawyer with recognised expertise in corporate and conveyancing matters, with over 10 years of practice since being called to the Malaysian Bar in year 2014. She advises a diverse portfolio of clients, from multinational corporations and SMEs to individual investors – on a wide range of corporate transactions and property dealings.
Her corporate practice includes advising on Mergers & Acquisitions, Corporate Restructuring, Shareholder Agreements, Joint Ventures, Regulatory Compliance and etc, ensuring that each transaction is strategically structured and legally sound.
In the conveyancing sphere, Dato’ Carmen handles large-scale commercial property acquisitions, real estate financing, property development projects, high-value residential transactions, providing clients with end-to-end legal support from negotiation to completion.
She has been entrusted with notable transactions — e.g., multi-million-ringgit deals, cross-border corporate transactions, or landmark property projects, serving clients from industries such as property development, manufacturing, technology, energy and etc. She also advises and represents international clients, particularly from Japan, Korea and China, in their business ventures and property investments in Malaysia.
She is also the actively involved in property development related matters where she was a monthly guest write who writes legal articles for an online property blog bumbung.co, a real estate platform for home seekers and real estate agents.
Known for her meticulous attention to detail and practical, results-oriented approach, Dato’ Carmen is dedicated to safeguarding her clients’ interests while facilitating smooth, timely, and commercially viable transactions.
Pey Shau Xuan
LLB (HONS) Leeds, Middle Temple
Ms. Pey graduated with a Bachelor of Laws (Hons) from the University of Leeds in 2018. She was called to the English Bar as Barrister-at-law in 2019 and is a member of The Honorable Society of Middle Temple.
She joined Chow Kok Leong & Tham in February 2020 as a Pupil in Chambers under the tutelage of Dato’ Sri Chow. She was admitted as an Advocate and Solicitor of the High Court of Malaya since January 2021 and has continued with Chow Kok Leong & Tham as a Legal Associate.
During her time in pupillage, she handled and assisted senior counsel in a number of legal cases including contested family proceedings, debt recovery proceedings, probate, personal injury claims, and some other general litigation. She also has exposure to criminal matters, including remand and bail applications. She is fully fluent in English, Mandarin, and Bahasa Malaysia.
Her legal skills will of course continue to be developed and enhanced in Chow Kok Leong & Tham.
Loh Zheng Feng
Associate
LLB (Hons), Universiti Utara Malaysia
Mr. Loh graduated with a Bachelor of Laws (Hons) from Universiti Utara Malaysia in 2024 and joined Chow Kok Leong & Tham in December of the same year as a Pupil in Chambers under the tutelage of Dato’ Sri Chow. He was subsequently admitted as an Advocate and Solicitor of the High Court of Malaya in November 2025 and has continued with the firm as a Legal Associate.
During his pupillage, Mr. Loh gained valuable experience assisting senior counsel in a range of contentious and non-contentious matters, including family proceedings, debt recovery, winding-up petitions, and will drafting. He has also been exposed to disciplinary proceedings against lawyers.
Currently, under the guidance of Dato’ Carmen Tham, Mr. Loh is expanding his expertise in conveyancing matters, including subsale transactions, direct property purchases, loan documentation, project-related matters, and perfection of title. He is capable of handling client signings independently both within Malaysia and internationally including in China. Mr. Loh is proficient in English, Mandarin, and Bahasa Malaysia.
Mohd Amir Idzham bin Abdul Kadir

Mohd Amir Idzham bin Abdul Kadir graduated with a Bachelor of Laws (Hons) from the University of Malaya in March 2021. He commenced his pupillage in April 2021 at Messrs. Jasbeer, Nur & Lee under the guidance of his pupil-master, Dato’ Jasbeer Singh a/l Banta Singh. During his pupillage, he gained solid exposure to civil litigation, including debt recovery and intellectual property matters. He also assisted in matrimonial, bankruptcy, and probate matters, drafted letters of demand, writs, statements of claim and defence, affidavits, submissions, and various court papers, and attended client meetings, case management sessions, hearings, and trials—both physical and online. He was also involved in corporate matters, including drafting and reviewing agreements, writing opinions, and reviewing company constitutions.
He was admitted as an Advocate and Solicitor of the High Court of Malaya on 20 May 2022 and joined Messrs. Tham, Teoh & Partners as a Legal Associate. There, he practised primarily in conveyancing, handling developer projects and subsale transactions, drafting sale and purchase agreements, tenancy agreements, and share sale agreements, preparing loan and registration documentation, and managing client signings and advisory sessions. This period strengthened his independent file management, drafting accuracy, and client communication skills.
He joined Chow Kok Leong & Tham on 10 October 2025 as a Legal Associate and continues to practise in conveyancing and property-related matters. Drawing on his accumulated experience, he handles transactions, drafting, and client advisory with emphasis on accuracy, compliance, and timely execution.
